The newest update to Azure Striker Gunvolt on Steam has brought in the Perma-Anthem Speedrun Mode, as well as leaderboards for this new mode.

The major change between this and other speedrun modes is that you have the Anthem power-up from the very beginning of each run thanks to Lumen's backing. This gives you unlimited EP, air dashes, and air jumps. However, when in this mode the floors and ceilings of the level will now be covered in one-hit kill spikes.
