Firaxis put out a new video for Sid Meier's Civilization VI today which details how to generate culture.

Culture is used to unlock new Civics on the Civics Tree, which can be used to create new governments, new social polices, new cultural buildings, and to unlock new diplomatic advances.

Culture is initially generated by the player's palace and by building monuments. Culture can also be easily gained by getting certain resources, finding natural wonders, and by building the Theater district.

Players can also gain culture by unlocking Inspirations, which happens when players do certain things in-game, such as founding a religion or finding a new city-state. Great Writers, Artists, and Musicians produce Great Works, which can be put in Great Works slots in the theater district to garner players additional culture.

You can achieve a Cultural Victory by getting more visiting tourists in your Civilization than other Civs have residing in their Civilization.
