Dragon Ball Xenoverse will allow you to create your own character. We aren't shown how deep this character creation goes, but Namco has released some screenshots showing a few possibilities.

In the canon, there are no Female Super Saiyan, however now in Xenoverse you can make your own! You can also choose from different races such as Namekian and Earthling, and it is unclear if it'll also allow you to choose from Freiza, Cell, and Buu's races as well, as there are characters in Dragon Ball Heroes who are from the same race.
