According to Serebii, Japan will be handing out a special Pikachu at Minato Mirai Park for Pokemon X/Y players which will take place from August 9th to the 17th. The event will be titled Pikachu Outbreakchu and the special Pikachu will have a nickname depending on which park of the park you downloaded it from.

Pikachu's moveset will consist of Thunderbolt, Quick Attack, Surf, Hold Hands and holds an Air Balloon.
