Rockstar announced on Twitter that their Festive Surprise Christmas day gifts for Grand Theft Auto V will be extended due to the recent PSN and Xbox Live outages currently wrecking the holiday spirit.

As of now, Xbox Live is partially running (I haven’t been disconnected yet) but PSN is still down for the count for some. The Festive Surprise update lets players purchase new vehicles, wear holiday clothes for their AI, partake in snowball fights, and other goodies.
