The previous episode of Bungo Stray Dogs saw Tachihara make a triumphant return to the Hunting Dogs after successfully infiltrating the Mafia. The group gathered to discuss recent activities of the Agency and speculated about the potential discovery of a base and leader by the fugitives. Ango took charge of devising the group's plan of action, with Lucy's ability being the crucial element to their operation.

Fukuchi had a meeting with Fukuzawa and tried to convince him to surrender. However, Fukuzawa refused, and when Fukuchi attacked him with his sword, Fukuzawa managed to stop him. Fukuchi then offered a deal to disclose Kunikida's condition after his sacrifice, but Fukuzawa turned it down.

Elsewhere, Jōno and Tetchō questioned the manager of Cafe Uzumaki regarding Lucy's connection with the Agency. After some persuasion, the manager finally divulged that Lucy had visited the Sky Casino. In the meantime, Teruko and Tachihara encountered the casino manager, Sigma, and requested him to shut down the casino to locate terrorists who were believed to be hiding inside. However, Sigma was uncooperative and even threatened them with Directional Resonance Guns. In response, Teruko decided to detonate the landing zone to block the casino's exits. This move infuriated Sigma, who was determined to kill everyone involved.

Tachihara observed Atsushi entering a room that contained a secret safe filled with foreign coins. However, Sigma became aware of Tachihara's surveillance and caused one of the coins to explode, injuring him. Teruko soon arrived and prevented an unmanned aircraft from crashing into the room. Meanwhile, the Hunting Dogs engaged in a fierce battle with the armed casino staff, while Atsushi used his heightened senses to detect their movements. The team discovered the coin bombs and followed Dazai's plan to target the room.

After successfully neutralizing the casino staff, Sigma shifted to his next plan of attack. Tachihara and Teruko found themselves cornered by hotel guests, who were lured by Sigma's bounty on the Hunting Dogs. After facing such perilous odds, Fyodor remarked that Sigma's unwavering commitment to protecting the casino made him the most formidable adversary they had encountered so far.
