First off, you need to get yourself a Vulpix to perform the evolution into Ninetales. To find one, you can head to the Cobalt Coastlands and Veilstone Cape. In this place, you can quickly catch a Vulpix by trawling around for a bit.

Once you are done catching a Vulpix, you require a Fire Stone to evolve it. Players can acquire a Fire Stone in multiple ways:

You can visit the Jublife Village where you have to find the Outpost woman who can trade a Fire Stone right away. Or else, you can redeem the Lost Satchels if you have a good amount of them. Each Fire Stone costs 1000 Merit Points.
