In a recent report by What If Gaming, the Call of Duty insider Ralph Valve claims that a spin-off campaign based on Ghost's character is in the works at Infinity Ward. While the insider doesn't reveal their sources, it mentioned that someone involved in the project has revealed the information for them.

Ralph Valve claims that Infinity Ward has apparently approached the voice actor behind Ghost, Samuel Roukin, for further developing the character's presence in the Call of Duty series and maybe exploring his past, so we can finally see the face behind that mysterious ghost mask.

The source claims that it can't surely tell whether this spin-off campaign will be a part of Infinity Ward's plan for 2023 and that highly rumored Premium expansion for Modern Warfare 2, but it is probably going to happen in the Modern Warfare universe rather than requiring a series of its own.

Keep in mind that nothing official has been revealed about such a project. Also, the leak has not been corroborated by any other leaker or insider so far. Despite being a trustworthy source for Call of Duty, Ralph Valve has had some false reports in the past, such as speculating around a sequel to Call of Duty Advanced Warfare, which was rejected by other industry insider. So, we suggest you to take the Ghost spin-off with a grain of salt for now until there is more proof on this.

Call of Duty Modern Warfare 2 campaign received mixed reviews from the media and the community, with some players loving the new characters such as Valeria, but some other criticizing the game's shallow and forgettable antagonists.

Currently, Infinity Ward and Raven Software are strictly focused on improving the multiplayer experience in Modern Warfare 2 and Warzone 2.0, both of which have absorbed a large amount of community in a brief period after launch.

The Season One content went live a few weeks earlier, and you can expect Season Two to arrive next year, probably with more new playlists for Warzone 2.0 as well as new maps for Modern Warfare 2 and maybe new guns for both titles.
