Chihaya Mifune is a character that is easily forgotten about, considering the circumstances that come with getting to know her. In order to start a relationship with her, you need to cough up 100,000 yen to purchase an item from her. The item itself has no use, and it essentially feels like Chihaya robbed you.
Chihaya is cute and all, but to get closer to her, you must complete a bunch of mementos-related quests. If you don’t like going down there, then you might as well call it quits with her. There isn’t much being desired and offered that makes you want to stay with her.
8 Tae Takemi
Having a relationship with Tae Takemi is something most would consider unique. Upon meeting her, she asks you to be her guinea pig as you test many drugs for her. These tests are for the greater good, which highlights how compassionate and caring she really is behind her tough exterior.
It’s somewhat off-putting that an older woman is performing these tests on a high school student, which is what puts Takemi lower on this list. The biggest takeaway of this relationship is seeing Takemi happy, considering her backstory.
7 Sadayo Kawakami
Sadayo Kawakami’s relationship with Joker was supposed to be something strictly teacher and student; however, it grows into something more. Even so, their relationship is something that many can find adorable at times but mainly comforting. You learn more about Kawakami and the stress behind her life choices and being a teacher.
Through her interactions with Joker, you can see how much teaching means to her. You can also see Joker’s feelings toward her as well. Looking past the age difference, it's a pretty unique romance, given the circumstances.
6 Kasumi Yoshizawa
Kasumi Yoshizawa is Persona 5 Royal's new romanceable character. She’s a gymnast who always strives to be perfect in every competition that she attends. Yoshizawa is someone who radiates wholesome energy as everything she does towards you comes in a respectful and polite manner.
With you being her senpai, you can learn a lot and aid her in her struggles as she finds it hard to break free from her calm demeanor and become something more of a rebel. It’s really sweet to watch her grow, and the interactions between she and Joker have been heartwarming.
5 Haru Okumura
Haru Okumura is a character that not a lot of people romance with due to the fact that she doesn’t appear until later in the story. At that point, you are probably already romanced or are in the process of trying to woo someone over. Haru is a lovable girl that is already in an arranged marriage, which makes you want to get with her even more.
Behind her cute and adorable exterior, she’s a girl who can be tough at a moment's notice. As perfect as she is, the only downside is that she appears more late-game than anything. Keep her in your mind early game.
4 Hifumi Togo
Hifumi Togo and Joker are two characters that have a budding romance as their romance events go on. What started out with Hifumi teaching you how to play Shogi turns into something more. She’s a girl that’s all about passion, determination, and will.
Not only is she a cutie pie, but her confidant is amazing to have in battle as it allows you to swap between party members during a fight. She’s serious when she needs to be but lets her guard down when you woo her. What is there not to love about her?
3 Ann Takamaki
Ann Takamaki is a girl that you meet early on in the game and can easily catch your eye. She’s a popular supermodel that’s all about helping others and taking down the crooked adults in society.
Since Ann is a character that you meet earlier than most romantic interests, she has the most scenes out of the other girls. Takamaki is a girl that has a deep backstory that is filled with mental troubles, and seeing her as a character that relies on Joker for advice, and a sense of comfort is heartwarming.

The relationship that Joker and Futaba has is one that will pull on your heartstrings, considering her upbringing and backstory. It’s all about a girl who has spent years being a shut-in wanting to come out of her shell and be something more in life. It especially means something considering that she is the only one who asks you to steal her heart.

Makoto Nijima is fitting to her name as she is and should be considered to be treated as a Queen. As far as romanceable characters go, Makoto is one that has moments with Joker throughout the story that can imply that the two are canonical the “perfect couple.”
She’s smart, talented, powerful, and the most crucial addition to the Phantom Thieves. Her romance scenes with Joker give you a rush of adorableness watching the two of them interact with each other. While the other girls are good choices, Makoto should be number one on your list of characters to romance.
