Nearly every new mainline entry in the Pokemon series introduces a new evil organization. These villains often have an important role in summoning the Legendaries. Some teams have basic plot lines, while others have unique goals that set them apart.

This list will rank each one based on how interesting their motivations are, how memorable their members are, and how effective they are at reaching their goals.

12 Yell

Team Yell's main objective is to stop Trainers from completing Gyms in Pokemon Sword and Shield -- that way, Marnie has a better chance at winning the tournament at the end of the game. This makes them feel more like an intense fan base, rather than an actual threat to Galar.

Marnie doesn't even want them to stop her competition, so there's not even a real leader behind the team. Their lack of hidden bases also makes their presence lackluster in the story, acting more as occasional disorganized obstacles than a unified threat.

11 Flare

Flare in Pokemon X and Y has many team admins, but most of them lack screen time and relevance. Even with a member of Team Flare being in the Elite Four, they're one of the most forgettable evil teams.

They do at least accomplish more than Yell does. They manage to successfully trap Xerneas or Yveltal, have a secret base, and have a competent leader. Lysandre wishes to destroy a large amount of the human population so nature can take over again. He is one of the few characters with access to Mega Evolution.

10 Aqua

Wanting to cover more of the world's surface in water is a not well-thought-out objective, especially since Hoenn in Alpha Sapphire is an island with little land for settlement as it is. This goal does, however, make Team Aqua much more memorable than Yell and Flare.

Aqua's three important members are Archie, Shelly, and Matt. They have fewer important characters than Flare, but this is a major case of quality over quantity. Having fewer makes each one more important.

9 Magma

Team Magma's goals are the opposite of Aqua's. They desire to create more land at the cost of removing water in Omega Ruby. This is still a poorly thought out plan, but it isn't as bad by comparison. More land could actually be beneficial to Hoenn -- but not when Groundon breaks our of control.

Magma's inability to prepare for Groundon's raw power results in them still being a poor quality team. Like Aqua, Magma only focuses on three prominent characters: Maxie, Courtney, and Tabitha.

8 Star

Star hardly qualifies as evil since their main objective is to stop bullying at the academy in Pokemon Scarlet and Violet, but the story does portray them in a bad light at the start. They have many bases that must be defeated to progress one of the game's three main storylines.

The five Team Star admins each have a backstory that related to the message behind the team's story route, making them more consistently memorable than some admins from other teams. Additionally, Team Star's leader is one of the most intelligent leaders in the series.

7 Neo Plasma

Neo Plasma throws away every complexity that the original incarnation of the team had. They become a straight forward gang of thieves that just want to take over the Unova region in Pokemon Black and White 2.

There's no internal conflict or complex goal. This makes Neo Plasma more closely resemble Rocket instead of the original Team Plasma. Ghetsis is much more straightforward with his ambitions in Pokemon Black 2 and White 2 compared to how manipulative he was in the first set of games.

6 Galactic

Team Galactic desires to recreate the universe in the image of their leader in Pokemon Diamond and Pearl. This plan makes them stick out a lot from common thief teams. Galactic is very effective at attacking many locations in Sinnoh, and they are the ones to summon the main Legendaries near the end of the game.

Mars, Jupiter, and Saturn being named after planets makes them easier to remember than most team admins in the series. Cyrus having a realistically depressed personality makes him unique among leaders.

5 Rocket

The original evil team from Pokemon Red and Blue is the most important to the franchise, especially for the anime where members of the team appear in almost every episode. Jessie, James, and Meowth are among the most popular characters in the franchise. Giovanni is very recognizable too. Most other members of the team being common thieves results in Team Rocket not being as good as it could be.

In games and media where those major characters are absent, there's little that makes Team Rocket interesting. Pokemon Gold and Silver are a big example of this. None of its four admins leave a lasting impression. They feel like a team that is struggling to even stay together due to the absence of their original leader. How good Team Rocket is depends immensely on the media portraying them. Despite their massive influence on the franchise, their to lack of consistency in various media holds them back immensely.

4 Aether Foundation

Originally, the Aether Foundation portrayed themselves as simple scientists in Pokemon Sun and Moon. They were the best at hiding their evil motivation until the last second. They also have Lusamine -- one of the most insane evil leaders in the series.

She wants to obtain an Ultra Beast, and she would throw away her own children to do so. Due to her children being prominent characters, this makes her more involved in the story than most evil team leaders are. She also freezes Pokemon alive to keep as trophies.

3 Skull

Skull may have some similarities with Yell in the sense of mostly being a joke team, but Skull has much more to offer. They actually have secret bases, admins, a leader, and better designs. They are a group that wants to break free from the tradition of the Alola region.

Guzma is a relaxed leader but an effective one. He knows how to lift the atmosphere without going extremely overboard like most leaders do. Gladion being an admin also greatly improved the team. He acts as a short term rival to the player, his mother is the leader of a different evil organization, and his main Pokemon directly connected to her storyline.

2 Plasma

Pokemon Black and White is mainline Pokemon's first real attempt at writing a slightly more complex narrative. N wants to free Pokemon from trainers because he believes they often get mistreated by humans. This makes the team seem kindhearted, but there is much more at play beneath the surface.

Ghetsis is actually using N to help create a region where no one has Pokemon except himself. Ghetsis wants to be the only trainer so he can easily take over the region. This essentially creates two factions in the team. One is purely power hungry, while the other genuinely wants to improve society. Team Plasma's two main leaders are the major reasons why Gen 5 is one of the most beloved Generations.

1 Rainbow Rocket

Rainbow Rocket contains admins that are the leaders of others teams from many alternate timelines where they succeeded. This means they are each more powerful than the counterparts players see throughout the games.

Many of them use Legendary Pokemon on their teams in Pokemon Ultra Sun and Ultra Moon. Giovanni even has access to Mega Mewtwo, making him the strongest villain in any Pokemon game thus far. With so many overpowered characters, Team Rainbow Rocket is certainly the most intimidating evil organization the series has to offer.
