Mega Steelix was just added to Pokemon GO a month ago as the latest in a long list of Mega Evolution Pokemon that have been added to the game.
There have been some alternate methods for getting Mega Energy in the past for specific Pokemon, but this is the first single Timed Research related to one with Mega Steelix.

When Is The Mega Steelix Timed Research Available?
The Mega Steelix Mega Energy Timed Research is pretty unique in Pokemon GO, as it has been made available as a make up for the Research Breakthrough that was originally planned.
As a result, this Timed Research will be available for the entire month of January 2022 starting on Saturday, January 1, at 12:00 am local time and be available until Monday, January 31 at 11:59 pm local time.
