As someone who plays Skullgirls a quite often on PSN (I'm literally on it like everyday at this point), I can say with certainty that there aren't a ton of players online. As I mentioned in my review of the game, sometimes it takes ages to find a match, even a quick match. That's why I'm so excited about the idea of cross-platform play between the PS3 and PC versions of the game.

The developers took to the Skullgirls Twitter page to say that they wouldn't be using Games for Windows Live because they hoped to implement cross-platform play within a couple of months of the game's PC release. I definitely see it happening, as Valve pulled it off with Portal 2 and Reverge has made good on most of their promises at this point. But doesn't this suck for Xbox players?
