Sega announced through the official PSO2 Twitter that the maintenance for the launch of PSO2 NGS was extended and is still ongoing till 9AM PDT on June 9, here is a time conversion to EST, and what you can do as you wait.

The maintenance for PSO2 NGS has been now ongoing for over 40 hours, having started on June 7 EST, and PSO2 NGS being such a huge update, it was expected that the maintenance would get extended, and it's possible it might go on for even longer.

Sega announced the servers for PSO2 NGS are finally live, the morning staff has vanquished the horrible maintenance:

First extended to end on 9AM PDT, the maintenance was again extended, now to June 9, 9:30 AM PDT, which corresponds to 12:30 PM EST. Click here for a countdown.

In other words, we still have a bit more than an hour to wait as I'm writing this until the maintenance ends, assuming it doesn't get extended again. We'll be sure to update this story if it does. This is by far one of the longest update PSO2 ever had, as it should be 41 hours in total.

Right now, it's worth mentioning that PC users using the Steam launcher for PSO2 can update their Steam files before maintenance ends, as confirmed on Twitter.

Moreover, if you haven't yet, you can download the game's benchmark and character creator to make your character as you wait for maintenance to end.

PSO2 NGS is a brand new game accessible inside PSO2, with an open-world, revamped gameplay based on the original's Action RPG elements, and plenty of new features. The game in America is playable on PC, Xbox One and Xbox Series X. Note that the Japanese version is also available on PS4, PS5, and Nintendo Switch through cloud gaming.
