Square Enix updated the recruitment section of its official site to include a new recruitment drive for its First Development Division. The page most notably mentions that this division, led by Yoshinori Kitase, is recruiting developers for a brand new IP: a new action game for "unannounced HD consoles".

The recruitment page mentions the new IP is developed by an international team. The page also states the team is aiming to create a "next-generation experience action game".

This all but confirms this new action game IP should be releasing either on PS5, Xbox Scarlett, or both consoles. It's also worth stressing out the game in question is always described as an "action game", not as an "action RPG".

Square Enix' First Development Division is the division handling games such as Final Fantasy VII Remake, Kingdom Hearts III, SaGa Scarlet Grace, and the Romancing SaGa 3 Remaster.

Square Enix is divided into multiple divisions. Each division is numbered. Kitase's division being the "first" division doesn't mean it's better than the other divisions. It's just a number.

Square Enix also recently started another recruitment drive for the future of the Kingdom Hearts series.

Final Fantasy VII Remake will be launching on March 3, on PS4, and you can preorder it on Amazon. The Re:Mind DLC for Kingdom Hearts III is supposed to launch before the end of 2019.  Romancing SaGa 3 Remaster and SaGa Scarlet Grace: Ambition will be releasing on November 11 and December 3, respectively. They're pretty much coming to every platform.
