You need to look for this person in a mine between Wolfbough and Ironbend in Brightwood. The mine is on the west side of Brightwood's Settlement and it's big enough to identify easily on the map.
You need to enter the mine from the southern road and entrance. Once you pass through the small entrance with two red banners in front of it, you will reach a bigger entrance with a wooden bridge with two hanging red banners.
Right after you passed through the bigger entrance, turn right and you will spot the stair leading to the top of the bridge, where you will find Master Smith McCoy. (Thanks, DebuckTV!)
